Improvement of Basic Services (Action Research)
Mr. Muhammad Fiza, from HAMET, worked with a local government team in water and sanitation departments and community members to create a baseline study and cost-estimate needed to upgrade existing water supply and lane sewers in collaboration with OPP. 

1. Background
            The Hafeez Arain Motivational & Empowerment Trust (HAMET) is working in Bahawalpur from its inception (2008) in the field of basic services, especially for participatory low cost sanitation model comprised on component sharing approach and provides social & technical assistance for internal work to the local community for sustainability of system. HAMET started work in problematic areas of Bahawalpur on the direction & under the guidance of Madam Perween Rahman (late). HAMET is working through coordination & collaboration of different stakeholders to improve the services, so that the living standards of local people could improve.
            Generally, the provision of basic services & its improvement is the key responsibility of line departments as like Tehsil Municipal Administrations (TMAs) and Public Health & Engineering Department (PHED). Similarly the management, operations & maintenance, and improvement of municipal infrastructure & services are included as main functions of Line departments. But during working in the field, it is observed that many schemes are non-functional & chocked due to absence of people participation, lack of proper operation & maintenance. Therefore, being a field engineer and pupil of Madam Perween Rahman (late), I did work for improvement of basic services in Tehsil Yazman, District Bahawalpur through mapping, and documentation of existing non-functional schemes under approved Perween Rahman Fellowship Award 2014. 

2. Objective
  • To find out the actual condition of basic services (water supply & sanitation) in Tehsil Yazman through comprehensive base line survey.
  • To document the available & missing facility (water supply & sewerage schemes) in Tehsil Yazman.
  • To find out the causes of failure of non-functional developmental schemes (water supply& sewerage) and also low cost solution with involvement of local people.
  • To narrow the gap between beneficiaries (people) & service providers (line departments) for access to the services.
  • To identify the legal & illegal household’s connections regarding water supply & sanitation.
  • To enhance the revenue of services through real documentation of household’s connections and reduce the deficit.
  • prepare comprehensive plan to re-functional the abundant schemes with real involvement of concerned stakeholders.
  • To share the finding with political and administrative authorities for re-functional the abundant schemes.

3. Process
            This project successfully completed within given timeframe (06) months. The following steps were carried to complete the mentioned assignment:
  • Orientation meeting with local people
  • Base line survey
  • Formation of team and training for survey
  • Data Collection (profile of scheme from concerned line department)
  • Consult with community to explore the causes of failure
  • Find out low cost solution on the basis of issues
  • Community mobilization
  • Cost estimation for re-functional the schemes
  • Sharing of Methodology for re-functional in joint meeting with help of findings

                Being Fellow of Perween Rahaman fellowship award 2014, I started work as per proposed plan on the platform of Hafeez Arain Motivational & Empowerment Trust (HAMET) and made intervention in the field to targeted localities through base line survey. Since intervention to till date, I have been completed the baseline survey of 2 union councils (Union council 67 DB and 88 DB, yazman) out of 5 UCs and the 3rd union council is in progress. The documentation of sewerage completed and the maps of both union councils with affiliated villages also completed. The community consultation ensured during working & shared the existing facilities and plans to resolve the issues with suitable low cost solution for sewerage issues, while they were aware & sensitized with the help of collected data, keeping in view their social-economic & health conditions & challenges. The all working till date reflects that there are a lot of issues of basic services, especially sewerage. Some localities have not the facility of sewerage and some have but not functional due to proper operations & maintenance. 

4. Next Action Plan
            Next plan is to arrange community meeting in big villages of completed UCs and to train the youth about technical & social aspects as such survey, survey, mapping & documentation.  The UC master plan will be prepared and it will shared with UC administration & Tehsil Administration for it solution.
